Job Description:
Initially reporting to the Director, this position will assist in the oversight and direction of evolution (development and enhancement) projects for the Management Information System (MMIS).  The evolution oversight function is responsible for managing the entire evolution project portfolio of over 100 software development projects, including complex federal mandates and MRT directives.  Responsibilities include engaging and educating stakeholders in the evolution process, and helping them to develop their business cases and project objectives into system requirement specifications.  The evolution oversight manager works with a variety of eMedNY stakeholders, including Project Management and development staff from vendor; and staff from and Policy, Local Districts.  In addition, this candidate will support the transition of operations from to a new MMIS developed under contract with a different vendor.  Crucially, this candidate will carefully coordinate the timing of system changes with the timing of the transition from the old system to the new.  Specific responsibilities and duties will include:

  • Work collaboratively to identify and resolve evolution problems and issues; assure that ongoing eMedNY evolution and operations functions are performing efficiently;
  • Provide guidelines and planning assistance to stakeholders for Project Initiation, Project Tracking and Project Control; provide guidelines for metrics reporting and monitoring of project portfolio progress;
  • Educate stakeholders to provide transparency into the evolution process, increasing their involvement, accountability and buy-in, and enabling Department policies and directives to be more effectively and quickly translated into system requirements
  • Attend Joint Application Design (JAD) sessions and provide expert support in systems areas as needed for the Planning and Design, Development, and Implementation(DDI) phases of the MAS replacement MMIS; provide support as needed during all phases of the transition of eMedNY operations to the new MAS system;
  • Assist with mobilizing necessary Department resources, assembling project teams, assigning individual responsibilities, identifying appropriate project resources, and providing guidance and direction to project team members;
  • Schedule all JAD, design review, and status meetings as necessary;
  • Monitor and audit projects and portfolio progress; carefully monitor new project request properties in terms of priority, size and duration in order to coordinate the timing of system changes vis-à-vis the implementation of the replacement MAS system, i.e., the transition of system changes from the old system to the new;
  • Review project plans for reasonableness and completeness; audit and assess plans for compliance with standards; monitor and review reported variances from the baseline; audit and assess plans for compliance with standards;
  • Report and provide support to management on evolution issues; and,
  • Collaborate in and support the design, development and implementation of activities necessary to maintain support functions with other state agencies, other federal agencies and the provider community.


Required Skills:
  • Bachelor’s degree or PMP certification
  • At least 60 months experience with the Title XIX Medicaid Program.
  • At least 48 months experience in a Medicaid environment with interactions between Medicaid, Medicare, providers and other state and federal agencies and programs.
  • At least 36 months experience supervising staff.
  • At least 24 months experience with developing and maintaining working relationships with local districts and/or the Medicaid provider community, other bureaus within large health-related organizations, and federal agencies.
  • At least 36 months experience with project and/or portfolio management for mainframe-based software development programs.
