Position Functions or Responsibilities:

Candidate must have senior level project management and technical abilities. Candidate will have technical responsibility for extremely complex and ongoing software functions related to systems analysis, data administration, database management systems, operating systems, data communication systems, on-line applications programming, and quality assurance functions. Candidate will be working in the Payroll Group.

Candidate must be able to:

• Coordinate multiple ongoing projects of extraordinary technical complexity, encompassing multiple areas of information processing technology.
• Direct undertakings that run in a large multi-mainframe data center, and/or an environment of distributed processing systems combining numerous types of hardware and software.
• Direct the implementation, changes, maintenance and management of large scale payroll, personnel, timekeeping and accounting systems as it relates to payroll bookings, check cancellations and automatic journal entries.
• Coordinate payroll and timekeeping data transfers between agencies.
• Integrate payroll systems via data transfers between an interactive system with VRU capabilities for the reporting of absences and the calling in of substitutes on a daily basis.
• Keep systems in synchronization and coordinated with other systems.
• Meet with users to establish goals, specifications, timelines, and expected results for implementation of new modules and modifications to the system.

Mandatory Skills:

• Excellent communications skills including writing, presentation and verbal skills
• High level project management skills
• Business systems analysis skills
• Coding of COBOL, CICS, DB2, DB2 Utilities, SQL, JCL, QMF, MVS Utilities, Syncsort, TSO, ISPF, Platinum etc.
• 8+ years of COBOLII
• 5 +Years of CICS
• 3+ years of DB2/SQL programming
• 3+ years of QMF report writing
• 3+ years of MVS Utilities, Syncsort, TSO, and ISPF
• 3+ years of OS/JCL
